If the survey takers donot/cannot go to each and every home and add only those homes which have been surveyed,,,then,,it is understated.

I dont think India's population count is right per govt. surveys.
There is no SSN system. No track of people, how many are taking birth, how many are dying, how many are living in places where these survey takers cannot go.
This is how the survey takes place:
1) each region is divided in to various segments
2) Employees working in Government organizations are appointed for this surveys (so they are always pissed off with this additional responsibilities) On top of that, the weather conditions (heat) do not cooperate.
3)Each employee visits each home and ask the questions on the survey form.( who knows whether they are going to each home or not ;))
4) the data is collected from the answers from the people( whats the guarantee that they are not lying or randomly answering for these 50 or so questions).

all the data is collected and numbers are added (human errors!)

so..the data about population count is always undervalued.
